How the calculator works

New build (1st hand), bought from the developer:

  1. VAT at 1%, 10% or 20% of the price; the developer will tell you which applies. If you qualify for the VAT exemption, VAT is 0%.
  2. Title deed fee: usually your 2% share, sometimes all 4%.
  3. Notary fees: about 0.33% of the price for the notarised sales contract of an off-plan home.
  4. Utility subscriptions: electricity, water and natural gas deposits, about 7,400 TL.

Resale (2nd hand), bought from the current owner:

  1. Title deed fee: usually the full 4% on the buyer.
  2. Estate agent commission: 2% of the price plus 20% VAT on it, 2.4% in all.

Both end with the land registry's service fee (27,549 TL for a foreign buyer in 2026) and the first year of compulsory earthquake insurance (DASK).

A price in dollars, euros or pounds is converted into lira at today's Central Bank buying rate, which you can change.

Frequently asked questions

How much are closing costs when buying property in Turkey?

On a resale bought through an agent, expect about 6.4% of the price (the 4% title deed fee plus 2% commission with VAT) and about 31,000 TL of fixed fees. On a new build the title deed fee is usually 2% and the notary about 0.33%, but VAT can add 1%, 10% or 20% unless you qualify for the VAT exemption.

Who pays the title deed fee?

The fee is 4% of the declared price, split by law into 2% for the buyer and 2% for the seller. In practice the buyer usually pays all 4% on a resale in Istanbul, while developers commonly pay their own half on a new build. Agree it in writing before the sale.

Which VAT rate applies to a new home?

For a building permit issued from 1 April 2022, VAT is 10% on the price of the first 150 m² of net area and 20% on the rest. Urban-transformation projects pay 1%. Homes with older permits pay 1%, 10% or 20% depending on the land's value. The developer's invoice shows the rate.

Do I pay VAT on a resale property?

Not when you buy from a private owner. An occasional sale by an individual carries no VAT. VAT applies to the first sale of a new home by a developer, and to sales by companies.

Can foreigners buy a new home without VAT?

Yes, if they live outside Turkey, pay in foreign currency brought from abroad and buy the home new from the developer. The home must then be kept for three years. Our VAT exemption guide explains who qualifies and how it works.

Are there any other costs?

The calculator already includes the land registry's service fee (27,549 TL in 2026 when the buyer is a foreigner) and compulsory earthquake insurance (DASK). On top of these you may need a sworn translator at the title deed office and, if you buy from abroad, a power of attorney.
